Promotion\Commerce Manager: wrong notification when apply promotion has condition Max Total Redemptions

Steps to reproduce

1. Go to Commerce Manager, create new promotion of any type which has Max. Total Redemptions value

2. Create some orders using promotion in step 1 to reach max total Redemptions

3. Go to Commerce Manager \ Order Management, create new order with items satisfy condition of promotion in step 1, apply coupon code

OBSERVED : Display  "Coupon Code applied successfully." (BUG ) even though do not applied promotion in fact due to condition of  Max. Total Redemptions  (Correct)
