Steps to reproduce

1. Create approximately 1600-2600 open picklists (Yes, this is a large number but a real scenario that occurs for customers.)

2. Navigate to Order Management > Shipping Receiving > Shipments > Pick Lists, select a Pick List (this loads ShipmentList.ascx.cs).

3. Experience load times around 30-60 seconds.
