IE11: Content reference notification message is cached for local block

Steps to reproduce

NOTE: Using IE11 to reproduce bug, on either Webform or MVC
 
1. Go to edit mode, create a new standard page
2. On content area, click on "Create a new block" then create a new local block
3. Select Edit on context menu of new added local block
--> Edit block screen is displayed with notification "This item is not used anywhere" (OK because page on step1 is not published yet)
4. Click Back
5. Publish the page
6. Select Edit on context menu of new added local block again
Expected: Edit block screen is displayed with notification "Changes made here will affect at least 1 item"
Actual: Still show message "This item is not used anywhere."  (wrong). User have to close browser and login again to get it displayed correctly
