Threading issue in InUseNotificationRepository makes edit mode unavailable / page tree disappear.

Steps to reproduce

This has only been reported from one customer/partner and there is no repro steps that will cause this behaviour.

After analysing memory dumps and log files a threading issue in the InUseNotificationRepository was discovered and a hotfix was built for the customer (see linked SupportCase). This issue have not propagated to the main code branch.
