Steps to reproduce

There seems to be a bug in some versions of the NuGet Package Manager that in some cases Castle, log4net etc  are not installed when running Install-Package EPIServer.CMS.

 

Workaround: Run Install-Package EPiServer.CMS.Core before installing EPiServer.CMS. Sometimes Update-Packages seems to work as well when if you it after EPiServer.CMS is installed and some packages are missing.
