Create new page when preview mode is enabled does not work

Steps to reproduce

1. Open a page/block/media

2. Click on the "Toggle preview mode" button so you end up in preview mode

3. Click on the + button and select "New Page" or "New Block"

The expected result is that the "New Page" view should be displayed where you can select the type of page that you would like to create.

What happes is that the preview mode disappears, and the currently loaded content is shown and the preview button disappears
