Steps to reproduce

You cannot resize different pane´s e.g. a pagetree pane, a gadget pane etc. on a touch screen laptop. The issue only appears in windows 8, using FF or chrome. In IE it works fine.

The issue couldn´t be reproduced due to un-availability of a laptop with a touch screen (EPi Support or Test team in Hanoi). But we have experienced the issue first hand through webex. Disabling the touch screen on laptops, the issue disappears.
