Description

Steps to reproduce

  1. Create a legacy cart with no items.
  2. Convert the cart to a purchase order in the CSR UI.

Expected:
Display a message like "Failed to create Purchase Order. Error: The cart is empty," the same as in Commerce Manager.

Actual:
Displays message "Request failed with status code 500".
