Steps to reproduce

  1. Create a user, set access right so that user has no read right to the trash
  2. Delete some content: page/block/media to the trash
  3. Login as user created in step1, go to Edit View, open Settings menu on the right bottom of the Pages/Blocks gadget



Expected: 'View Trash' menu item is disabled.

Actual: 'View Trash' menu item is enabled.
