Public URL of some content types(root/trash/block) should be empty

Steps to reproduce

Some content types like root page/trash/block now has public URL, which is something like /epi/CMS/edit/PreviewContainerPage.aspx

It should be EMPTY!

Please check other similar content types if needed.

HOW TO VERIFY: click on those content, click on viewmode icon (globe icon), will navigate to the StartPage instead of PreviewContainerPage.aspx
