Blocks in pages are marked as different when comparing

Description

Steps to reproduce

1. In Edit mode, open a page which contains blocks, for example, Alloy Plan.
2. Change the page name, for example, Alloy Plan --> Alloy Plan 1.
3. Click on Compare different versions.

Expected: The blocks are not marked as changed.
Actual: The blocks are highlighted as changed (though we haven't touched them).
