Adapt Find for Commerce to Find 12.3

Description

1. On a site with EPiServer.Find.Commerce 9.7.1, upgrade Find to 12.3.
2. Go into Epi UI / Find / Manage / Optimization and add a best bet for the search phrase "test".
3. Target it to a commerce content and "display best bet like search result" option (not sure if this is relevant).
4. In the front-end implementation, run a find keyword search for the added phrase "test".

Expected:
Added best bet is displayed in search result.

Actual:
Server error: "Culture is not supported. Parameter name: name. standard is an invalid culture identifier."
