Steps to reproduce

This bug compromises basic UI functionality in sidebars. See screenshot: Framework-Sidebars-outside-scroll-cant-reac-tacs.jpg

  1. Go to CMS / Home or Commerce / Catatalog
  2. Expand the tree in the left sidebar
  3. Resize the browser window until the entire left sidebar gets a scrollbar, scrolling the entire gadget and gutter.
  4. The tabs at the top of the gadget might eventually be hidden under the sidebar toolbar

Expected: Scrollbar inside of the gadget only, not a second scrollbar wrapping the entire pane.
