[InsightUI] Segment's manager context menu limited to 10 items

Description

Preconditions:

• More than 10 users have rights in Insight.
• All of those users created at least one segment.

Steps to reproduce

1. Open Insight -> Segments.
R1: Recent tab displays segment list
2. Move mouse to a segment > Open the context menu.
R2: Context menu displays Archive, (Make) Available in Visitor group, Manager, Duplicate
Near the "Manager" is name of segment's manager
3. Select Manager
R3: Manager list is displayed.

Expected:
This list should include all managers that match the precondition (may be a scrollable list).

Actual:
List only displays first 10 managers.

The same problem occurs with the context menu that's opened from the Action button when viewing segment detail.
