Cannot put content in some cases

Description

Steps to reproduce

1. Post a content with data IsActive = false, IsPublished in non- master language = True (refer postnode in attachment)
2. Get a content and see the data is IsActive = false, IsPublished in all languages = false because it was override by IsActive value
3. Put that content with data IsActive = true/false, IsPublished innon-master language = false (refer putnode in attachment)

Expected:
Can put the content

Actual:
Cannot put the content with status 500 Internal Server Error
