Steps to reproduce
1. The system has one warehouse, which is IsFulfillmentCenter and IsPrimary.
2. The system has another warehouse which is not the above, in our case IsPickup.
3. Make sure the product to test has inventory in both warehouses.
4. Complete a purchase with the IsPickup inventory.
5. Edit the shipment and change any small field in the address, say FirstName.
6. The warehouse changes to the other warehouse.
