Description

Steps to reproduce:

  1. Create a new content page or block, e.g: a new product page.
  2. Open the Publish menu.

Expected:
Should only see "Last changed by you, ..."

Actual:

Although it's in draft, in Publish menu shows: 
Last published by
Installer, 1/1/1, 7:00 AM

Note that: It happens from CMS UI 11.23.7. I don't see the issue in CMS UI 11.23.6.
