[In Azure] Upload large image to cms then try to resize it using image editor

Description

Steps to reproduce:
1. Use an Alloy site in Azure with blobs set up.
2. Upload an image to the assets pane.
3. In the assets pane, hover over the image and choose "Open in Image Editor".
4. Resize the image to 600 width with "constraint proportions".
5. Save a copy.
6. Name the new image and open it in the assets pane.

Expected:
Should be a resized image.

Actual:
The image is mostly greyed out.
