Should not show shipping methods restricted by region

Description

Steps to reproduce:

1. Go to CM\Administration\Order system\Shipping\Shipping Methods.
2. Add or Edit any shipping method, for example, Ground shipping . In the Settings tab, choose restricted Regions, for example, Alaska.
3. Go to the Order management screen.
4. Edit an order with an Alaska shipping address.
5. The shipping method list has the Ground shipping option.

Expected:
Should not show the shipping method restricted by the setting in Step 2.

Actual:
Shows the shipping method restricted by the setting in Step 2.
