Edit order in CSR: Not display Quantity changed by Max Setting message

Description

Steps:

1. In Commerce Catalog, set max quantity of that item to 5
2. In CSR, create new order having one item SKU-39101253, qty = 1
3. Edit that order, add same item with qty = 10

Expect: display the message "The quantity of product SKU-39101253 has changed by Max Quantity setting."

Actual: display the message "The line item was successfully updated."
