Promotions not working when setting customer redemption limits

Description

Step to reproduce:
In Quicksilver with a user logged in.
1. Create a new promotion and apply it to the Mens category.
2. Set a certain number of customer redemption limits.
2. In Quicksilver, with a user logged in, view a product in the Mens category.

Expected:
Apply a promotion to the product when it is fulfilled.

Actual:
No promotion is applied.

Noted that, when adding a product to a cart, the promotion is applied as normal.
Only if the promotion is being evaluated does it not apply.
