Scheduled publish pages not sorted by start publish date until cache expires

Description

Steps to reproduce:

1. Set the parent page to sort pages by start publish date (latest first).
2. Create a new page under that parent page.
3. Schedule a page for publish.
4. Wait for the job to run.

Expected: The page is being placed on top, like when publishing a page manually.

Actual: The page is not placed on top.
