ProjectSelectorList: Home key doesn't work when enableDefaultValue = false

Description

Steps to reproduce

1. Make sure Project Mode is disabled and you have several projects.
2. In Edit Mode, add a Projects gadget.
3. Click on the ProjectSelector dropdown button.
4. Press the ArrowDown key to make sure that a project is focused (but not the first one). (We can also move mouse cursor to a project to make sure it is focused, then move the cursor out of the Project Selector List)
5. Press the [Home] key.

Expected: The first item is focused
Actual: The previous item is still focused

This happens in all browsers: Chrome, IE, FF.
