Menu permission issue with CustomerServiceRepresentatives virtual role

Description

Steps to reproduce:
1. Install Quicksilver site
2. Add allowed role "Order Managers" under location path "episerver"

3. Add role "Order Managers" to "CustomerServiceRepresentatives"

4. Login with user "ordermanager@example.com", pass: store

Expected: Should see the commerce menu and new CSR menu
Actual: Don't see the commerce menu and new CSR menu
