Tooltip of tinymce displays in wrong place on create email template popup

Description

Precondition: Forms is installed on a site with new UI (11.21.x )

1. Create a form.
2. Open the Settings tab.
3. Open the Create email template popup.
4.Hover over any toolbar button on tinyMCE.

Expected:
The tooltip displays under the selected editor icon.

Actual:
The tooltip displays in the wrong place
