Gift item deducted before order is placed

Description

Precondition:

• Gift promotion: Spend $100 and get a Women's Beauty Package
• Women Beauty Package has in stock = 2, Price $54

Steps to reproduce:

1. Go to Quicksilver.
2. Add 2 Women Beauty Package to cart => the Gift promotion applied, 1 more Women Beauty Package is added to the cart.
3. Place the order.

Expected:

• 2 Women Beauty Packages are still in cart
• After placing the order successfully, stock is reduced to 0. The gift item is removed from the cart.

Actual:

• All Women Beauty Packages are removed from the cart.
• Order is not placed yet but the stock is reduced to 0.
