If you have a problem displaying pages and images with non-ascii characters it might be that you have the urlscan filter installed on your IIS. This could then be seen in the log file for the iis. The configuration-file for urlscan can normally be found in:
[Rootdir]\windows\system32\inetsrv\urlscan\urlscan.ini
The value AllowHighBitCharacter controls whether UrlScan can detect non-ASCII characters in URLs.
