Ability to select media in Shortcut property

Description

Scenario:
The page menu is built automatically based on tree structure. One menu option is a direct link to a PDF file.
A page "Download SDK" is included in menu. By using the Shortcut property, the editor should be able to set the PDF media file as a destination link.

Expected:
In the Shortcut dialog, the content selector supports browsing and selecting media.

Actual:
Only pages can be selected in the Shortcut dialog.
