Description

Steps to reproduce:

  1. Go to an approval sequence.
  2. Add user A to a step.
  3. Search for user A again (use different casing on the username).

Expected: A user already added in a step should not show up in autocomplete.

Actual: User appears in autocomplete, and it's possible to add the user, causing duplicates.
