DnD a block or media to "For this page" doesn't create a Content asset folder for that page

Description

Steps to reproduce.

1. Create a page PageA.
2. Select a folder in asset folder and drag it to For this page (local asset folder for PageA).

Expected: folder should be able to move to Local Asset folder of PageA and should have a Id other than 4 (which is a virtual folder).

Actual: The local asset folder gets plethora of items and on refresh the Local asset folder has a wrong id.
