triage: This bug occurs in 8.14 release.


Steps to reproduce

  1. Config a promotion as attachment
  2. Go to backend/ create an order with 5 different items --> observe that all 5 items get discount. See attachment

NOTE that: In case adding only one item with Qty = 5 then system calculates correctly

Seems happened recently, but at least not happening on Commerce 8.6.

Expected: According to the promotion setting, only max 3 items should get discount
