Steps to reproduce

  1. Create single/multiple dictionary meta field in commerce manager
  2.  Go to new commerce UI -> Settings tab
  3. Select Dictionary to edit value
  4. Add some values to reach the scroll


Expected: Should only show one scroll bar, as in IE11

Actual: Show two scroll bars on edit dictionary value dialog on Firefox and Chrome (see attached image)
