Save a draft version of an image when doing a "save as" from the image editor and the original version is a draft

Steps to reproduce

STEPS:
1. Change an image so that there is a draft version.
2. Select the "Open Image in Editor" option from the context menu.
3. Edit the image and then "save as copy" with a new name --> a new image is created.

OBSERVED:
The new image is always published.

EXPECTED:
If the original image is not published then the new copy shouldn't be published either.
