Permissions for Global files folder

One of my authors keeps saving things in the Global files (root) folder in the file manager.
I know that to set permissions of folders you go to Admin view > File Management. But it seems I can only set permissions for subfolders, not that folder.
How can I block users from saving files in the first folder they see?
